There are two kinds of ground around St. Maries, and they build nothing alike. Down along the St. Joe and the St. Maries rivers the land is flat, soft, and close to the water table, with river frontage people drive a long way for. Up the hill, the town grid climbs away from the confluence in steep blocks of old lots laid out when this was a mill-and-logging town. Picking a house site here means picking which set of problems you'd rather solve.

Bottom Land or the Hill Above Town

On the river bottom, the first document we pull is the flood map. Parts of the low ground along the St. Joe fall inside a mapped flood hazard area, and a new house there has to be built with its lowest floor at or above the flood elevation, which usually rules out a basement and raises the foundation. Groundwater sits high in spring even outside the mapped zone, so footing drains, a vapor barrier over the crawlspace soil, and grading that moves water away from the house matter as much as the elevation itself. Siting the house on the highest part of the parcel, even if it's a little farther from the water, is often the cheapest flood protection you'll ever buy.

On the hillside grid, the problems flip. Water runs past rather than rising, so the work goes into drainage behind the uphill wall and a foundation that steps with the slope. A daylight basement on the downhill side can make sense here where it wouldn't on the bottom. Access matters too: steep streets in January are hard on concrete trucks and delivery flatbeds, so we plan the pour and the framing package around the season.

Lot size is the grid's other quirk. Many in-town lots were sized for a small millworker's house, and a modern floor plan with a garage may not fit one. Some owners buy the lot next door and combine them, which is a City of St. Maries process worth starting before the design is final.

Cabins and River Homes Up the St. Joe

The river corridor east of town is where the cabin calls come from: a place for summer weekends on the water and fall hunting trips, sometimes turning into a retirement house. Those builds carry their own list.

  • Getting there. Materials, concrete, and crews travel a long way on a river road. We schedule deliveries in full loads and plan the build so a forgotten box of fasteners doesn't cost a day.
  • Septic near water. Panhandle Health District reviews septic systems for Benewah County, and systems close to a river face tighter siting. The drainfield location often decides where the cabin can sit.
  • Docks and the shoreline. Docks and other encroachments on navigable water go through the Idaho Department of Lands, a separate approval from the house.

Benewah County, Step by Step

  1. Site visit and ground check. Flood map, slope, soil, access, and utilities, on bottom land, a hillside lot, or a river parcel.
  2. Plans that fit the ground. Foundation type and floor elevation set by the site, then the house designed with you or your plans reviewed for local fit.
  3. The right permit office. City of St. Maries for lots in town, Benewah County for rural parcels, floodplain review where the map requires it, and Panhandle Health District for septic.
  4. Foundation and site work. Excavation, drainage, and a foundation built to the approved elevation, plus well and septic on rural land.
  5. Build and close out. Framing through finish, any elevation certificate the floodplain permit requires, and a final walkthrough.

St. Maries Building Questions

Is river-bottom land a bad place to build?

Not if the house is designed for it. Elevation, drainage, and siting on the high side of the parcel handle most of it; the owners who get hurt are the ones who build as if the river wasn't there.

Can I put a cabin on a river lot with no power?

Sometimes. It depends on how far the nearest service is and what you're willing to run on. We look at the utility situation on the first visit so it's part of the budget from the start.

Do I need a separate permit for a dock?

Yes. Docks on navigable water go through the Idaho Department of Lands, and we recommend starting that application alongside the house permits.

My in-town lot is small. Will a modern house fit?

Often, with a narrower plan or a detached garage. If it won't, combining lots is sometimes possible through the city.

How late in the year can we pour a foundation?

Until the ground freezes, with the weather deciding. River-bottom sites also have to wait out spring high water, so we plan excavation around both.
