The listing says "five acres, lake view." It leaves out the rest: standing timber where the house needs to go, no well, power at the road and nowhere else, a climb from the county road that a loaded concrete truck will not enjoy, and soil that may or may not pass a septic evaluation. People buy on the wooded benches above Garfield Bay and Bottle Bay for the view of Lake Pend Oreille. The work between the county road and that view is what decides a Sagle house's budget.

On a Sagle parcel, the septic evaluation comes before almost everything. Panhandle Health District looks at the soil in test holes and decides whether, where, and what kind of system the lot can carry. That answer tells you where the drainfield goes, which tells you where the house can't go, and it sets how many bedrooms the system can serve. A benchland lot with shallow soil over rock or a slope that runs too steep toward the water can push the drainfield to a corner you'd never have picked. Better to know that before the house is sited around the view.
The well comes next. Nobody knows exactly how deep a well will go or how much water it will make until the driller hits it, but state well logs from neighboring parcels give a reasonable first guess, and we look at them early. The well has to keep its distance from the drainfield, so the two get placed on the same site plan. Once there's a septic permit and a site plan, Bonner County can review the building permit. Sagle is unincorporated, so the county is the building department for every parcel out here.
Clearing. Taking down every tree between the house and the lake is the fastest way to lose what made the land worth buying. We mark the pad, driveway, drainfield, and well site, then decide tree by tree what comes out and what stays for shade and a windbreak. Thinning and limbing close to the house also cuts the fuel a wildfire would use to reach it. Slash gets chipped, hauled, or piled for burning when the season and the fire rules allow.
The driveway. A Sagle driveway must hold a loaded ready-mix truck, a lumber delivery, and later a propane truck and a fire engine, then hold up through spring breakup and stay plowable in January. That means real base rock, culverts where water crosses, and grades and turnarounds that meet the county's and fire district's access standards. A steep drive can need switchbacks or engineering, and it's often cheaper to site the house a little lower than to fight the last hundred feet of grade.
Power. Utility service comes from the road, and the trench route gets planned with the driveway so nothing gets dug twice.
Most of these parcels tilt toward the lake, and that slope can work for you. A walkout lower level on the downhill side gets daylight and a door to the yard without much extra excavation, while the uphill side gets a shorter foundation wall and easier access to the garage. When the view faces west, the big glass needs overhangs for summer afternoons, and the south walls need a plan for winter sun. A shop or detached garage can go on the same site plan, sharing the driveway and power trench.

Often there's another spot on the parcel, or a different system type the health district will approve for that soil. It can cost more, which is exactly why we want the evaluation done before design.
